2020-21 Supplementary Estimates (B) Overview
- Supplementary Estimates serve two main purposes:
- To seek authority from Parliament to revise the Departments’ spending levels; and
- To provide Parliament with information on changes in the estimated expenditures.
- Contrary to the past two years there was no Budget Implementation Vote in 2020-21 and three Supplementary Estimates exercises are expected to be tabled: (A), (B) and (C).
- Supplementary Estimates (A) were tabled by the President of the Treasury Board on June 2, 2020 and received Royal Assent on June 26, 2020.
- The Public Health Events of National Concern Payments Act (Bill C-4) received Royal Assent on October 2nd* and has been extended to December 31st. This coming into force follows the latest Speech from the Throne and the return in session of Parliament, in the wake of a brief prorogation period.
- Initiatives authorized to incur payments through this act will continue to have the ability to charge against statutory authorities up until the new effective date.
- Supplementary Estimates (B) were tabled on October 22, 2020 and Royal Assent is expected in December 2020.
* The Department sought access to Treasury Board Vote 5 to ensure payments could continue while awaiting for Royal Assent on Bill C-4.

- $109.2 million to implement British Columbia Agreements
- $15.0 million reprofile of funds related to supporting negotiations on fisheries and marine matters with Indigenous stakeholders
- $8.9 million for the Stabilization of the Sustainable Aquaculture Program
Transfers with other government departments – Six for net total of ($6.0M)
- $1.0 million in total incoming transfers from other departments
- ($7.0 million) in total outgoing transfers to other departments
Reprofiles
- $22.5 million to procure three icebreakers for the Canadian Coast Guard
- $11.1 million for the Vessel Life Extension/ Midlife Modernization Program for the Canadian Coast Guard
- $11.0 million to strengthen environmental protections and address concerns raised by Indigenous groups regarding the Trans Mountain Expansion Project
- $10.8 million for the Atlantic Fisheries Fund and the British Columbia Salmon Restoration and Innovation Funds
- $6.8 million to support contribution agreements related to the Indigenous Habitat Participation Program
- $1.9 million for the Canadian Coast Guard fleet recapitalization projects
- $1.7 million to reduce plastic pollution
- $1.4 million for the Implementation of Treaty Obligations under the Tla’amin Final Agreement and Nisga’a Final Agreement
- $0.1 million to implement a framework for Canadian Leadership on International Oceans
Other Technical Adjustments
- $1.9 million in reinvestment of royalties from intellectual property
- $0.4 million in reinvestment of revenue received from polluters or the Ship-Source Oil Pollution Fund for clean up costs associated with oil spills
Statutory Adjustment
- ($56.8 million) - revised forecast adjustments reflecting the allocations to the Regional Development Agencies in support of the Canadian Seafood Stabilization Fund pursuant to the Public Health Events of National Concern Payments Act
