Dear Mr. Wappel:

I am pleased to respond on behalf of the Government of Canada to the Report of the Standing Committee on Fisheries and Oceans on Aquatic Invasive Species: Uninvited Guests, tabled in the House of Commons on May 27, 2003.

I would like to thank the Committee for its work on this issue. The government has given consideration to the report and firmly believes in the need to continue to take measures to prevent and control the introduction of aquatic invasive species in the waters of Canada.

The government takes its commitments to conserve and protect aquatic resources very seriously, and views aquatic invasive species as a serious threat to those resources. Through a number of measures, including the development of a National Plan on Invasive Alien Species, the government is addressing its responsibilities on this important issue.

The attached response highlights the government’s recognition of some of the Committee’s recommendations as being helpful, while deferring other recommendations that, in the current context, would not necessarily lead to the most effective solutions to the problem of aquatic invasive species. The recommendations and views contained in the Report of the Standing Committee on Fisheries and Oceans will also be further considered as Fisheries and Oceans Canada and other federal departments continue to develop the National Plan on Invasive Alien Species.

On behalf of the Government of Canada, I would like to thank the members of the Committee for their interest in this important matter and for their suggestions to prevent the introduction of aquatic invasive species, and to protect aquatic resources for the continued benefit of Canadians.
