Performance Standard: Orders are shipped to authorized Canadian Hydrographic Service (CHS) chart dealers within five (5) business days of receipt of the order 95% of the time.

Performance Results: In 2014-15, CHS was 100% successful in meeting its Level of Service to ship orders to authorized CHS chart dealers within five (5) business days of receipt of the order 95% of the time.

Other Information: In 2012, a number of marine navigation publications were no longer printed and distributed. They were put on-line for free download. This impacted revenues.

In 1996, as a result of Program Review, CHS was assigned an annual revenue target of $2.84M, a 79% increase or $1.24M more than the $1.6M in revenue collected in 1994-95. The target was assigned following an evaluation of the domestic and international market for hydrographic products. The Fees Order was therefore amended to increase retail prices for standard paper charts from $13.00 to $20.00. Prices for all other non-standard charts were also increased proportionally. This represented a price increase of 54%, and while revenue increased from $1.6M to $2.24M, sales decreased by 26%. Paper product sales have declined at a rate of 3% per year. Fees have not changed since the 1996 increase and, as a result, no longer reflect the cost of printing and distribution. Many chart dealers have indicated that it is becoming unprofitable to be a CHS chart dealer and in fact CHS has lost 100 dealers in the past three years. If the current trend continues, the result will be reduced access to CHS products, declining revenues for DFO and potential negative impact on marine safety due to difficulties in purchasing CHS charts and publications.
