Purpose and objectives of transfer payment program

The Atlantic Salmon Endowment Fund is a one time grant that will be invested to provide long term funding for the operation of the Foundation for Conservation of Atlantic Salmon (FCAS). The FCAS will invest the funds and use the income to assist community groups in the restoration, protection, and improved conservation of the Atlantic salmon resource in Atlantic Canada and Québec. This will promote projects in research, conservation, habitat restoration, and enhancement for the attainment of healthy and sustainable wild Atlantic salmon stocks.

Purpose and objectives of transfer payment program

The Pacific Salmon Endowment Fund Society was established by a $30 million federal grant made by Fisheries and Oceans Canada in February 2001. Annual investment revenues generated by endowment fund assets are provided to the Pacific Salmon Foundation, a not for profit charitable organization, to undertake activities that support salmon and their habitat. In the 2018 Fall Fiscal Update, an additional contribution of $5 million to the Pacific Salmon Endowment Fund was announced and subsequently, a one time federal grant was made by Fisheries and Oceans Canada to the Pacific Salmon Endowment Fund in 2018-19. This was announced in conjunction with the plan to create the British Columbia Salmon Restoration and Innovation Fund jointly with the province of British Columbia.

Aboriginal Program and Treaties

Purpose and objectives of transfer payment program

The Salish Sea Initiative (SSI) was developed to address concerns raised by Indigenous groups related to their capacity to contribute to addressing cumulative effects of human impacts on the valued ecosystem components within the Salish Sea marine environment, resulting from the Trans Mountain Expansion (TMX) project. From 2019 to 2025, $141 million was budgeted. This included $91 million in contribution funding to support SSI Components 1 and 2, and $50 million to establish SSI’s Component 3, an “arm’s length fund” (now known as the Indigenous Coastal Waters Stewardship Fund), to support longer-term cumulative effects projects beyond 2025.

The establishment of the arm’s length Indigenous-led investment fund is intended to ensure First Nations have access to longer-term capacity funding to continue to monitor and address cumulative effects of human activities from TMX in the Salish Sea. The Indigenous Coastal Waters Stewardship Society administers the fund at arm’s length from the Government of Canada to 33 eligible First Nations.

A total of $50 million was released in March 2024. $33 million was disbursed to eligible Indigenous recipients. $17 million was invested according to the fund’s investment policy, which ensures prudent investment and financial management strategies, and cannot be accessed for a minimum of 10 years.

Contribution to the Qikiqtani Inuit Association for the Nauttiqsuqtiit Conservation Centre Project – Qikiqtani Regional Conservation Model

Marine Planning and Conservation

Purpose and objectives of transfer payment program

The purpose of this transfer payment program is to support the establishment of the Nauttiqsuqtiit Conservation Centres Project – Qikiqtani Regional Conservation Model. The expected results are the construction of Nauttiqsuqtiit conservation centres, which will enable Inuit led stewardship activities, including the Qikiqtani Inuit Association’s Nauttiqsuqtiit programs, in the communities where Nauttiqsuqtiit conservation centres are constructed.

The objectives for this funding are the planning and construction of 2 or more Nauttiqsuqtiit conservation centres in selected communities, including, but not limited to, any needs assessments, feasibility studies, consultations, design, and procurement activities. The total amount of the contribution is $20 million, to be paid as an up front multi year payment in one lump sum in 2025-26.
