1- Effective Date

1.1 - This policy is effective January 1, 2008.


1.2 - This brochure reflects revisions made to the policy in September 2009.


2- Policy Statement

2.1 - Context

Small Craft Harbours (SCH) wishes to formally acknowledge the efforts and accomplishments of Harbour Authority (HA) members through a Recognition Program for all HAs across Canada. 

Recognition instils satisfaction in achievements and contributes to productivity, retention and morale.  Acknowledging the accomplishments of individuals and teams creates an environment where individuals feel valued for the work they perform and are recognized in a genuine manner.

This Recognition Program does not preclude other acknowledgements, made on an informal and regular basis during the year, of individual and team contributions or long term service.

2.2 - Objectives

Promote a culture of recognition by formally acknowledging the contribution of an individual or team of individuals in accomplishing the objectives of the SCH Program.

2.3 - Awards

There are two levels of awards:
  • Distinction Awards: These awards are managed individually by the five SCH regional offices (Maritimes & Gulf, Newfoundland & Labrador, Quebec, Central & Arctic, and Pacific).  They consist of an Individual Commitment Distinction Award, a Harbour Authority Achievement Distinction Award and a Harbour Authority Environmental Stewardship Distinction Award.
  • Prix d'Excellence: These awards are managed by Headquarters, SCH Program.  They consist of an Individual Commitment Prix d’Excellence, a Harbour Authority Achievement Prix d’Excellence and a Harbour Authority Environmental Stewardship Prix d’Excellence.  Recipients of the Distinction Awards only are eligible for the Prix d’Excellence.

3- Distinction Awards

Distinction awards are given throughout the year to recognize exceptionally high level of efforts and results-focused achievements beyond what could normally be expected from individuals or teams representing HAs.  The number of recipients in each Distinction Award category is determined by the Regional Director, SCH, and may vary from year to year.

3.1 - Individual Commitment Distinction Award

This award recognizes individual commitment by honouring individuals who have shown extraordinary dedication to the ongoing success of their harbours and/or a significant contribution to the HA Program over the years.


Eligibility

All HA volunteers (unpaid) and HA employees (paid) involved in HA management and/or operations of one or more Fisheries and Oceans’ (DFO) small craft harbours within a given region may be granted an Individual Commitment Distinction Award.  SCH employees are not eligible.  Candidates may be nominated by Harbour Managers/Supervisors, HAs, members of the Regional Harbour Authority Advisory Committee (RHAAC) and/or SCH regional employees.  (A nomination form can be found below in Section 6.)

Criteria

  • Individuals have initiated and led a client service or development project at their harbour and/or, through their involvement with their HA Board and/or their RHAAC, have contributed to the promotion, advancement and success of the HA Program; and,
  • Individuals have engaged and worked effectively with their harbour peers, harbour users, their community and SCH; and,
  • Individuals have, in the past year, been involved in HA management and/or operations of one or more DFO small craft harbours.
Evaluation and selection committee

The selection committee is composed of regional SCH representatives.  RHAAC representatives may also be invited to participate. 



Recognition and Award

This award consists of a certificate and congratulatory letter and a gift, not exceeding a value of $250 per recipient, chosen by the Regional Director, SCH.

3.2 - Harbour Authority Achievement Distinction Award

This category recognizes HA achievements.  Nominees are judged on their demonstrated commitment to the ongoing success of their harbours and the HA Program through the development of projects, initiatives or services that exceed normal practices or statutory duties and seek to provide a benefit not just to harbour users but to the community at large.


Eligibility

All HAs involved in the management and operations of Fisheries and Oceans’ small craft harbours within a given region may be granted a Harbour Authority Achievement Distinction Award.  SCH employees are not eligible.  Candidates may be nominated by Harbour Managers/Supervisors, HAs, members of the RHAAC and/or SCH regional employees.  (A nomination form can be found below in Section 6.)

Selection criteria

  • The HA has initiated and led a harbour improvement project that enhances its financial viability or benefits the community, in cooperation and/or consultation with SCH regional staff; and,
  • In the successful completion of this project, the HA has shown leadership in project planning and management, in meeting regulatory requirements, in exploring outside funding options and in developing positive community relationships; and,
  • The HA has a business or long-term plan in place for its harbour(s); and,
  • The HA has provided up-to-date financial statements to SCH in its region.

Evaluation and selection committee

The selection committee is composed of regional SCH representatives.  RHAAC representatives may also be invited to participate.


Recognition and Award

This award consists of a certificate and congratulatory letter and a gift, not exceeding a value of $250 per recipient, chosen by the Regional Director, SCH.

3.3 - Harbour Authority Environmental Stewardship Distinction Award

This category recognizes environmental stewardship demonstrated by a HA.  Nominees are judged on their commitment to the environment as evidenced by an initiative or service that has produced measurable, positive change and/or has succeeded in addressing or mitigating an environmental issue at their harbour(s).


Eligibility

All HAs involved in the management and operations of Fisheries and Oceans’ small craft harbours within a given region may be granted a Harbour Authority Environmental Stewardship Distinction Award.  SCH employees are not eligible.  Candidates may be nominated by Harbour Managers/Supervisors, HAs, members of the RHAAC and/or SCH regional employees.  (A nomination form can be found below in Section 6.)

Selection criteria

  • The HA has initiated and led a project or harbour service, in partnership or consultation with SCH in its respective region and relevant environmental agencies, which has resulted in an improvement to the harbour environment and/or the mitigation of an environmental issue or concern; and,
  • The HA has an Environmental Management Plan in place at its harbour(s).

Evaluation and selection committee

The selection committee is composed of regional SCH representatives.  RHAAC representatives may also be invited to participate.


Recognition and Award

This award consists of a certificate and congratulatory letter and a gift, not exceeding a value of $250 per recipient, chosen by the Regional Director, SCH.

4- Prix d'Excellence

Prix d’Excellence are yearly awards given during the National Harbour Authority Advisory Committee meeting usually held in Ottawa, Ontario, in November of each year.  To be considered for a Prix d’Excellence, the recipient or recipient group must have received a Distinction Award during the year.  Each region is responsible for nominating no more than one recipient or one recipient group per category.

The number of recipients or recipient groups in each Prix d’Excellence category is determined by the SCH National Management Committee and may vary from year to year.

4.1 Individual Commitment Prix d’Excellence

This category recognizes individual commitment by honouring individuals who have shown an extraordinary dedication to the ongoing success of their harbour(s) and/or a significant contribution to the HA Program over the previous year.


Eligibility

All recipients of Individual Commitment Distinction Awards are eligible for the Individual Commitment Prix d’Excellence.

Selection Criteria

  • Individuals have initiated and led a client service or development project at their harbour(s) and/or, through their involvement with their HA Board, their RHAAC and/or the NHAAC, have contributed to the promotion, advancement and success of the HA Program; and,
  • Individuals have engaged and worked effectively with their harbour peers, harbour users, their community and SCH; and,
  • Individuals have, in the past year, been involved in HA management and/or operations of one or more small craft harbours.

Generally, the impact of the achievement should extend beyond one harbour or include outstanding efforts worthy of national recognition. 

Evaluation and selection committee

The selection committee is composed of the SCH National Management Committee.  Regional differences and challenges will be taken into account when selecting the successful recipient(s).

Recognition and Award

This award consists of a certificate and congratulatory letter and a gift, not exceeding a value of $400 per recipient, chosen by the Director General, SCH.

4.2 Harbour Authority Achievement Prix d'Excellence

This category recognizes HA achievement.  Nominees are judged on their demonstrated commitment to the ongoing success of their harbours and the HA Program through the development of projects, initiatives or services that exceed normal practices or statutory duties and seek to provide a benefit not just to harbour users but to the community at large.
