In Step 8, the Risk Management Strategy (RMS) developed during Step 7 is implemented; it may or may not include remediation. Implementing the RMS should reduce the levels of, and exposure to, bioavailable and toxic contaminants so that existing or potential risks to humans and the environment are rendered acceptable.

 

 

How to Prepare

  • Identify if there are any physical activities, as defined in the Regulations Designating Physical Activities under the Canadian Environmental Assessment Act (CEAA, 2012), in the project description. If identified, there may be a requirement for a federal Environmental Assessment (EA) by the CEA Agency, Canadian Nuclear Safety Commission, or National Energy Board
  • Identify any other EA regimes that could be involved in the project review (e.g., provincial, territorial).
  • Identify timing for all works or undertakings to ensure consistency with DFO's timing windows for works near water.
  • Review regulatory decisions associated with the site.

What to Do

  • Conduct pre-works sampling plan.
  • Implement a Remedial Action Plan (RAP) or Risk Management Plan (RMP).
  • Maintain proper documentation, quality control, and communication with stakeholders.
  • Select contractors for the remedial work.
  • Follow planning guidance in the Working Near Water Operational Statements.
  • Comply with regulatory requirements (e.g., environmental assessment legislation, Fisheries Act, Species at Risk Act).
  • Implement an Environmental Management Plan (EMP) that includes mitigation and monitoring requirements, potential for accidental events, and contingency planning.

How Fisheries and Oceans Canada (DFO) Expert Support Helps

  • Advice provided during implementation of the RMS could relate to:
    • mitigation measures and compliance requirements under the Fisheries Act;
    • effectiveness and compliance monitoring;
    • unforeseen issues;
    • revisions to the sampling and monitoring plans, if required.
  • Provide support to the public engagement process.
