Japan has implemented a new regulation to address illegal fishing of crab species, which will come into effect in January 2013. These catch certificates will only be required for shipments of the following crab products to Japan:
HS Codes starting with 0306-14 and 0306-24
The application process is the same as the current European Union model, with the exception of selecting the Japanese option on the "Create Application" page.
Catch certificates can be transmitted electronically. There are no requirements for foreign catch export certificates (similar to the Annex IV of the EU IUU Regulation). Therefore, products caught in foreign waters, exported from Canada, only need to be accompanied by the catch certificate of the country of origin. It was also confirmed with Japanese officials that the regulation will only apply to exports of crab products under Chapter 3 of the Harmonized Description and Coding System. Crab products under Chapter 16 will not require certification documents.
Because the tools will be available in the FCS as of December 19, 2012, those interested will have a chance to test the system and familiarize themselves with the application process. The Fisheries Certificate System will be updated on December 19, 2012 and will include the following changes:
The system will not be operational from 4:00 pm AST on December 19, 2012, for approximately one hour, in order to make these changes.
When providing documentation along with consignments it is important to provide the correct document number. It is imperative that the document being presented be under "Approved" status. Consolidated, Forwarded, Suspended, and Retracted certificates do not conform to current EU regulations and may ultimately result in the consignment being detained. All groupings in the Fisheries Certificate System (FCS) are scheduled to expire on December 31st, 2012. Should you anticipate utilizing these groups in the upcoming year you are strongly encouraged to renew them prior to the expiration date or at your earliest convenience. For clarification on the naming conventions, please refer to the glossary located on the upper right corner of the Fisheries Certificate System (FCS) or contact the Operations Centre.
Once modifications have been made to a group and the changes have been approved by an officer, the original group will automatically expire. Please be mindful of this when bringing changes to a group as it will affect the status of certificates issued under the parameters of the original.
