BackgroundThe last comprehensive policy framework for Atlantic fisheries was developed in the late 1970's and early 1980's. The fishery has undergone dramatic change over the past two decades. A decrease in key resources and the end of income support programs have heightened the problems among different industry sectors and users of the resource. New issues have emerged, and various organizations and reports have called for a clearer policy framework.PurposeThe Atlantic Fisheries Policy Review (AFPR) was established within the Department of Fisheries and Oceans (DFO) to develop a consistent and cohesive policy framework for the management of Canada’s East Coast fish stocks.
