| It is recommended that Small Craft Harbours management in National Headquarters prepare and communicate detailed Divestiture Grant Program guidelines for staff and management delivering the Program to ensure greater consistency among Regions and grant recipients. The guidelines should include, among other items: |
SCH management will issue program guidelines within 120 days of the renewal of the program, which will clarify the difference between a grant and contribution program and note the implications of these differences with respect to this Program. The guidelines will also include a sample grant agreement, a description of the process used to transfer harbours to First Nations and the proper use of the in-trust mechanism for making payments to recipients. |
